Under Super Department System, each position in TFNA finance and financial services bureau has undertaken many responsibilities. For instance, head of the bureau takes responsibilities as head of the finance bureau, head of the financial services bureau and head of the SASAC(State-owned Assets Supervision and Administration Commission) bureau at the same administrative level as CDHT. For example, director of budget and treasury department in finance bureau reports to 7 departments of Chengdu city finance bureau, including budget department, treasury department, supervision department, regulation department, administrative department, Non-tax Income department, human resource department. Thus, to develop TFNA requires great management on bureaucrats. Under the restriction of limited headcount and increasing responsibilities, to use talents properly means to increase bureaucrats’ competency. Through the analysis on 25 personnel of TFNA finance and financial services bureau, this paper purposes to model TFNA’s Super Department System characteristics from 3 angels, namely personal characters, capability and knowledge. The purposed MAC model fits the situation of TFNA finance and financial services bureau. Based on research, this paper develops MAC core characteristic model, MAC general competency model, MAC leadership competency model and MAC non leadership competency model for bureaucrats at TFNA finance and financial services bureau respectively.Through the application of MAC competency model in management system of TFNA finance and financial services bureau, we discover improvement on bureaucracy management through enhancement of hiring, training, compensation, career planning and supervision.
