The incentive mechanism of civil servants in F Customs is facing bottlenecks in respect of motiving enthusiasm and initiative during working.In executing specific implementation, some disadvantages appear such as unscientific salary system, single incentive form and difficult promotion channel etc., all these make officers deal with their works and lives in such negative career plateau and job burnout phenomenon as lacking of enthusiasm, spirit, creativity and self-worth, these disadvantages bring huge obstruction to modernization construction.In order to build modern customs system which join, tight supervise and efficient operation together with international prevailing rules of customs, it is necessary to reexamine and rebuild the incentive mechanism of civil servants in F Customs.This dissertation use career administration of organization as entry point as well as by means of analyzing the present situation and facing problems in the incentive mechanism of civil servants in F Customs to explain the necessity of implementing incentive mechanism which based on the career management of organization.In the mean time this dissertation use the experience of civil servants’incentive mechanism of career management in western developed countries for reference, put forward assumption to build incentive mechanism of F Customs:First, build detail profile information of civil servants, including basic ability profile and career anchor profile.Second, build incentive mechanism model, mainly as salary and welfare incentive mechanism, career development incentive mechanism, symbol incentive mechanism and environment incentive mechanism.Last, advise career incentive mechanism of civil servants in executing should be focus on its traits in each stage and pay attention to management in stages.
