As China entered a period of economic and social transition, public service outsourcing has become an inevitable requirement for market-oriented reforms and function transformations of our government. However, the development of public service outsourcing has not been easy in reality. Due to various problems and risks, it suffered a lot of doubts and even appeared the trend of reverse outsourcing. But modern society is a risk society, risk is inevitable. Therefore, we cannot give up because of it, but should build a comprehensive risk management system so as to make public service outsourcing achieve a smooth transition in China, changing crisis into opportunities. Risk management is a systematic project, in which the first link is risk identification. Only when the risks of public service outsourcing, and their type, size and nature can be identified comprehensively and systematically, it can provide a basis for comprehensive risk management.Due to the complex nature of public service outsourcing, the three-dimensional structure model in the field of system engineering has been referenced in this study to build a three-dimensional risk identification model of public service outsourcing. Three dimensions are designed as the dimension of its content, method and procedure, which are targeted to solve the problems of risk identification, respectively based on the differences of the nature of contractors and public service outsourcing, the differences of methods of public service outsourcing, and the differences of stages of public service outsourcing. The construction of three dimensions can identify the risks of public service outsourcing, and their type. And the results of risk identification can be presented in the form of risk list. Then, through risk identification point position, with the help of risk assessment matrix and scientific method, the size and nature of risk in the public service outsourcing can be identified, which can provide a basis for risk response. These are the hypothesis presented in this study, the construction of three-dimensional risk identification model of public service outsourcing.Next, based on the reasonable, scientific and effective standards, the three dimensions of the model and their elements are demonstrated respectively from the three aspects, thus proving the design of three dimensions are reasonable, scientific and effective. Then, taking the model into specific application in single and multiple projects as an example, the overall design of model has been proved as scientific and effective.The innovation of this study is trying to construct a three-dimensional conceptual model in the field of public administration to realize multi-angle analysis of the object, trying to tease out a general risk list of public service outsourcing and identify risk factors comprehensively and systematically with the help of the model, and trying to use the model in multiple projects to achieve systematic risk management and dynamic risk monitoring.
