Study On The Integration Of Urban-rural Of The Social Security System In Tongchuan City

The social security system is a symbol of the modernization for a country. At the end of the "twelfth five-year" period, the social security system in China has got great achievement,the social security system framework which covers both the urban and rural area has already been established. Due to the long-time existence of Urban-rural dual structure and the unbalanced developing state of the regional economy, there still is great difference between the urban area and the rural area for its developing state of the social security system. With the process of urbanization, the integration of urban-rural social security system has become more and more important, which focuses on establishing an unified social security system within both the urban and the rural area, in order to that the residents in both the urban area and the rural area can get the same interest from the social security system.The paper evaluated the present condition of urban-rural social security system in Tongchuan city from the following four aspects: endowment insurance; medical insurance;social relief and welfare policy, with the literature search method, the paper found out the differences between the urban area and the rural area related to the following aspects:treatment level; the project category and coverage; penetration of information technology,and the unbalanced state of Social insurance fund; organization management between the urban area and the rural area. The paper analyzed defects existed in the current urban-rural social security system in Tongchuan city from the following aspects: the system of social security system; capital management; the management system, the paper also analyzed its deep reasons from the following aspects: the urban-rural dual structure; regional economic development; population aging and the specific situation in Tongchuan city.Based on the advanced experiences of the integration of the urban-rural social security system and endowment insurance of urban-rural integration both in China as well as abroad,the paper put forward the following related strategies and counter measure: updating concepts and constructing systems; developing the economy and the informatization of the socialsecurity system; reforming the management system; constructing the non-profit organization and the community.
