Along with our country legalization advancement’ s unceasing advancement, public interest litigation as weak content of legislation and judicial practice,to strengthen the theory of public interest litigation to guide the judicial practice is particularly important. This mainly is because our country belongs to the socialist countries, public interest represents the common interests of the majority of the people, and the nature of public interest litigation lies in the vast majority of social public to safeguard common interests. Therefore, to strengthen the theoretical study of public interest litigation, judicial practice and promoting the public interest litigation has the extremely important theory value and practical significance.This chapter intends to frame of the contents of this article from the following aspects.The first chapter is an overview of civil public interest litigation system, laying the theoretical foundation for the better theoretical framework; the second chapter mainly analysis the civil public prosecution investigation, this chapter on the field of civil public interest litigation practice from the two aspects of domestic and foreign research; the third chapter is mainly on the basis of our procuratorial organ to bring the civil public interest litigation in this chapter, from the political considerations, economic considerations, to consider three aspects of the system of the civil public prosecution on the basis of making a detailed explanation and exploration; fourth chapter is the construction of procuratorial organs in civil public interest litigation system, is the key point of this chapter. The fifth chapter is the conclusion part, the shortcomings of the contents of this chapter of this thesis and make a summary. To sum up, this paper discusses the process,through the method of literature review,case analysis,and inductive analysis method has obtained the procuratorial organ to bring a lot of problems,the existence of the civil public interest litigation in the course of the study according to the above,this article fromthe civil public prosecution system construction proposed solutions.
