Proposals And Strategies On Transformation And Upgrading Of Hebei Administrative Service Center

As the outcome of the administrative examination and approval system, the Administrative Service Center has adapted to the developing needs of the economic society and has become a successful experimental field and a breakthrough point for the building of service-oriented government and optimization of economy in different areas in China after more than ten years exploration and development. However, as the reform deepens, some weak points of the ASC have emerged and indicate that the present operational system is not capable to serve the needs of the people and markets,thus making an urgent reform a necessity.This paper first analyzes the concept of ASC from the point of basic theories related and then illustrates the ASC operational situation in Hebei province and other places in China. Problems concerning legal measures, legal process, management method, service function, management scale, development area, rural and urban coverage, information construction will be dealt with and explained in this paper. In the last part, integrating the existing problems, coping measures for the transformation and upgrading of ASC which will be presented seven aspects—optimization of laws, harmonization of rights and responsibility, enlargement of functional areas, maximization of process integration, encouragement of internet construction, setting of service rules, supervision of rights performed,-- are brought out, and active explorations on the development trend of ASC are also made in this paper.
