With the development of public management movement and the traditional public servant system has obvious drawbacks, many western countries start a series of new public management movement. Under the guidance of new public management theory, people have a new understanding about the relationship between public servants and public organization, and they find that the relationship belongs to labor relation, in other words, the public servant is the worker. They work for the government and get their salary. Therefore, to manage civil servants with company’s management methods will be more effective. And this approach results in the civil servant appointment system coming into being. And the new employment system achieved some achievements in civil servants management. Therefore, the implementation of the civil service appointment system becomes an inevitable trend of civil service reform, and is used by more and more countries. The “People’s Republic of China Civil Law” brought the civil servant appointment system into people’s vision, and then we started to explore the reform of the civil service appointment. We need to study our country’s civil servant appointment system from its theory and put forward its problems and propose appropriate measures in accordance with the existing problems in order to explore the path of improvement of the civil servant appointment system.
