Research On The Diversified Old Care Service System Of Rural Area In Hebei Province

According to the sixth national census data, the population aged over 60 in mainland China has reached 177.6 million, which accounts for 13.26% of total population. It has reached the standard of being the Aging Country. As the old saying goes, “If the old feel peaceful, the country will enjoy peacefulness”. Therefore, the elder care plays an increasingly important role in the whole society. In the rural area of China, the number of empty-nesters and highly elders is increasing very fast. As the population of aged people in rural area is far more than urban area, the problem of elder care in rural area is more complex. In many districts of rural area, elder care service is only on the stage of very beginning.Therefore, building a diversified rural old-age service system to meet the needs of rural old people is vital important for us. Under this background, I analyzed much literature and many theories in this field. My article is based on the social stratification theory, the Maslow’s demand theory and the welfare pluralism theory. I did research on the elder care service in Hebei Province. Furthermore, I stratify rural old people into different groups and have an insight into their different older care service. On this basis, I raise opinions and advice of building diversified rural old-age service systems. What’s more, I divide diversified rural old-age service systems in Hebei Province into two parts. In the urban village and developed area, we can build rural old-age service system which is lead by the NGO or NEO. In the village in the mountains and developing area, we can build rural old-age service system which is lead by the government.
