| Recent years, the service-oriented government becomes a hot topic in Chinese academic field. This kind of management model is becoming more practical, especially after China entering the new normal period. Jitun, located in the north of Henan Province, has convenient transportation and superior geographical position. It also has vast flat plains and relatively developed economy and it also is the largest base of edible fungus cultivation. Based on the study of the connotation of the service-oriented government and the government’s function of Jitun, this thesis finds that there appear many new changes. For instance, the region’s farmers’ demand for public services has an upward; farmers’ political participation consciousness is becoming more and more strong. Confronted with the new changes, how to reestablish the government function for Jitun town government is the focus of the thesis. On the basis of normative research, using the empirical research methods to study the current government function of Jitun town is the focal point of the thesis. The methods mainly include: questionnaire, household interviews, and talks with government workers. What’s more, on the basis of survey, the thesis uses the data frequency and cross analysis and points the existing questions in the process of the service for Jitun town. The thesis also puts forward to some advice according to the service functions of the government’s value orientation and target. The thesis is divided into five chapters. Chapter 1 is introduction. Chapter 2 introduces the theoretical basis of the township government function and its definition. Chapter 3 makes some remarks about the current situation of the government service of Jitun town and the unharmonious aspects of the service; this chapter also tries best to find the reasons. Chapter 5 mainly gives some advice about the target for JiTun township government based on the new background of the service-oriented government. |
