The Research Of The Administrative Supervision From Approvement To Registration

Government approval and registration are specific ways to implement macro-economic control, and they reflect the concept of governance and administration of regulation change at different times in our country’s economic development. Approval system grew out of the early days of the planned economy era, and it’s an important way to control the access and running in different economic sectors, maintain the market economic order, the protection of national economic security. As a way of regulating the activities of the market by state power,it reflects the management functions of the State, and plays a very significant impact on the process of China’s economic development. Now, with the establishment and improvement of China’s socialist market economic system, the openness of the increasing prevalence of the service administration, we are eager the Government to change the ruling philosophy of decentralization to increase market freedom and change the role of government from manager to service providers, to reduce market intervention in the economy. Changing the way of market regulation from approval system to approvement by registration, to meet the requirements of the market economy with the international rules of convergence of the administrative system, the voice of the government to achieve a minimum of intervention in the market is increasing. To change the regulatory approach of government from approval system to registration in many areas,and change the regulatory focus of the government is the current administrative reform focus. From the perspective of transformation of government functions, the author made a reasonable analysis to the approval system and the registration from the theoretical and empirical levels. The introduction and the concepts will be defined based on theoretical and practical area, then through implementation of the approval system and registration system to compare the advantages and disadvantages, from the perspective of distinguish the boundary of the approval system and registration system, the author did some analysis to the necessity of the approval system and the rationality of the registration system in the field of the theoretical and practical. The author giving the view of reducing the scope of the approval system and expanding the scope of the registration system in providing theoretical and practical significance to support. Finally, giving the suggestion of how to divide the boundary of the scope of the approval system and registration system and how to promote the implementation of the registration system.
