Research On Community Residents Committee Influences The Public Service Quality Improvement Of Community Under The City Basic Level Management System Reform

At present, providing the public with more efficient higher-quality public service,continuously to meet the needs of the people becomes the main goals of governments reforms around the world.With the deepening and development of the Reform of the City Grassroots Management of Guiyang, the service quality of City community becomes the central issue,as one of the community public service supplier,community residents committee’s service has an important influence on the improvement of the public service.The essay is based on the resource dependence theory, social capital theory and the system theory as the theoretical perspective to construct the analysis framework,treats the influence that residents community on the public service quality improvement as the research object,uses the SERVPERF method to design the framework of residents perception evaluation form,treats the people of residents community as the researching objects,mainly using the quantitative and qualitative research methods to calculates the residents’ perceptual evaluation of the performance that the Residents Community from sides of tangibility, reliability, reactivity,assurance, empathy and function.The results indicates that the “one Community to many Resident Communities”policies of Guiyang,the residents can feel the influence that the Residents Community for improving the public service,but in the process of working and providing service because of elements such as resource,policies and social capital and so on,residents’ evaluation is a general level.By reading theliterature, the author put forward 5 propositions from the resource dependence theory, institutional theory and social capital theory, and use case analysis to verify the proposition, the discoveries reflects that resources, system and policy and social network and other factors affected the improvement of city community public service quality, on the basis of this, the researcher tries to provide suggestions for the reforming the role in the community construction and optimizing the community public service.
