Developing strategic emerging industries may be the most significant policies in the post- financial-crisis era in spurring economic growth and promoting industrial upgrading, and civil- military integration is a main route to the integrity of flouring the nation and strengthening the military. Advancing CMI development of strategic emerging industries is not only basic requirements of promoting industrial upgrading and converting economic development model, but also effective approaches to coordinating economic construction and defense construction, fostering interaction and resource sharing between defense industry and civil industry, enhancing efficiency and so on. How to achieve the goal of deepening CMI development proves to be an imperative task for today’s national economic and social development and also a pressing global proposition for defense construction.Civil- military integration could be considered as a special form of industry convergence. Based on this, the inner mechanism, basic characteristics, existing problems and possible solutions in the theoretical frame of industry convergence were analyzed from microeconomic basis in the paper.Firstly, the paper looked into the theoretical basis and relative literature, like the definition and characteristics of strategic emerging industries, the essence and constraints of industry convergence, perceptions and drive force of CMI and so on. And then, the mechanism of CMI was studied from four dimensions: technological integration, enterprise integration, demand integration and system integration, and the relationship between these four dimensions of integration and CMI for strategic emerging industries was investigated. The inner logic inside the CMI development for strategic emerging industries was highly stressed, which was that technology integration was starting point, enterprise integration was performance, demand integration was pulling power and system integration was external driving force. After that, the paper estimated the extent of CMI status quo in nuclear industry and found that main reasons impeding the development of CMI in strategic emerging industries lay in three aspects: weak pull effects of technology fusion, discontinuities of "production, learning, government and research" system and feeble role of system integration. Finally, aiming at promoting the development of CMI in strategic emerging industries, recommendations were put forward in four different fields: technology, enterprise, demand and system, and countermeasures are proposed, such as ramming technology base, building CMI industrial park, designing demand pull mechanism and improving system construction. In the meantime, probing new approaches of CMI development for strategic emerging industries was suggested being carried through in the context of CMI deeper integration.
