Currently, the "morality, ability, work, performance, integrity" five-dimension performance assessment system is the established framework in legal, organization, and personnel departments,which cannot be broke by any government organs and individuals. As the FS city has further focused on the government performance evaluation, the FS Foreign and Overseas Chinese Affairs Bureau (FSFOCAB) would further strengthen the staff performance management, and enhance the inter-departmental working efficiency. Therefore, to establish a more scientific and reasonable FSFOCAB performance assessment system is of great urgency.Taking FSFOCAB as the example, this thesis studies the performance assessment methods in the "morality, ability, work, performance, integrity" five dimensions among government personnel. Some defects existing in the current assessment methods, such as over-subjective and lack of scientific methods, have been found based on the analysis of the actual working status of government personnel. After thinking about the difficulties in establishing the government personnel performance assessment system, the author proposes to establish a more scientific assessment system by adding objective assessment methods based on the original framework and methods. The theoretical tools used in this study include SSM analysis, key performance indicators (KPI) method, and management by objectives, etc.The aim of this study is to establish a performance assessment system in which subjective and objective methods are combined, in order to develop and innovate the government personnel performance assessment.
