The Research On The Government Supervision And Administration On The Construction Quality

Construction project quality is not only related to the investment interests and urbanization development, but also related to the security of people’s life and property. In the development of the socialist society, the government’s behavior is the dominant influence. In the research field of construction engineering quality, to focus on the government supervision mechanism, to improve the supervision and management level and to perfect the relevant policies and regulations play the role of the essence and core to improve the quality of construction projects.The government’s supervision system of construction project quality in our country has been established for 30 years. Institution and system were innovated and improved along with the practice of this supervision system, but at the same time, many other problems appeared, such as the unreasonable resource allocation, the lack of the quantitative indicators about quality risks, the government supervision department had both the rights of "jurisdiction" and "punishment", etc. These problems not only seriously affect the effectiveness of supervision, but also the fair justice, need to be resolved in the follow-up work.This paper first illustrated the time background of government supervision system over the quality of construction projects, clarified the meaning of the innovation of the supervision system over the construction project quality. Some major research and several state-of-the-art approaches were also introduced in this paper.Then, we systematically reviewed the development of the government’s supervision system of construction project quality. Through the construction engineering quality supervision mode and this system’s internal behavior, the core is discovered from a perspective of balance among the interests of all parties. At the same time, the supervision system of United States, Germany, France, Singapore and other developed countries were introduced and compared with their counter-part in China. The analysis of both the advantages and disadvantages were discussed and listed to provide help toimprove our government’s supervision system of construction project quality.Finally, based on the above research and analysis, three major methods to improve the government’s supervision system of construction project quality are proposed: 1.to optimize the related laws and regulations; 2. to formulate innovated quality risk assessment model; 2.to reform the supervision and management system. In our quality risk assessment model, blind number was introduced to model the uncertainty factors quantitatively and to give each risk factor impacting the construction quality a proper criterion. In this way, the quality supervision organization can make better decisions and maximize the quality supervision effectiveness.
