On the regulation of rumors, inadequate supply and weak legal responsibility identification cause some difficulties, therefore, combined with the current relevant legislation in our country and put forward the regulation system of a communal to ensure the proper expression of speech, effectively punishing manufacture and spreading rumors of illegal and criminal behavior.
