Study On The Supply Problems And Countermeasures Of Basic Public Service In Rural Areas

AThroughout the Chinese history, no matter when and where, the problem of the country’s harmony and stability, as well as the development and vicissitudes of the society, is closely related with the issue of the rural area. The effective supply of rural basic public services is the foundation of solving the rural issues and maintaining the rural sustainable development, so our country should provide the guaranteed basic public service for the rural residents. It’s not only necessary and urgen, but also the practical. At the matter stands, the importance of the rural basic service supply is: the first is basic requirement to promote the fairness development of urban and rural residents, the second is to break the dual system of city and countryside of important measures and the third is to promote construction of socialist harmonious society and improve people’s livelihood problems of key elements. At present, we have made some achievements of the rural basic public service supply, such as expanding the coverage of the basic social security, making great efforts to promote the basic medical and health services and actively promoting the construction of compulsory education etc.. But there are very prominent problems existing in the supply of rural basic public in our country, which mainly express in the supply structure, the single-supplied part, the rigescent supply mode, the imperfect supply system etc.. Though the national governments at all levels have increased the investment and construction in all aspects of the rural basic public services in recent years, the rural residents do not completely enjoy the increasing rural basic public service due to the economic and social development. Therefore, through the questionnaire survey method and the collation,analysis of the findings, we can understand many problems of rural basic public service in Zhicheng Town,Jiyuan City and find out the reasons. At the same time, this paper draws lessons from the domestic and international supply of basic public services experience, proposes the countermeasures to improve the current basic public services in rural areas. Firstly, accelerate the construction of service-oriented government; Secondly, optimize the supply mechanism of rural basic public services; Thirdly, perfect the funds safeguard mechanism of the rural basic public service; Fourthly, gradually promoting the rural basic public services to the legal management; Fifthly, support the basic livelihood issues of public service projects supply strength in rural areas.
