The duties of public sector staff are to provide public services for the people and administer social affairs.Their work efficiency is possible to influence the development of society and country recognition.In recent years, poor job performance of public sector staff happen soften. At the same time, with the development of society, which also brings forward higher requirements to the job performance of public sector staff.Therefore, studying the impact factors of their job performance is significant for improving their job performance.Currently, researchers found competence quality, self-efficacy, psychological capital, job satisfaction, job stress, organizational support, organizational justice and other factors would affect the individual’s job performance. However, researchers have not been analyzed the motivation and work environmental these two impact factors. Quanzhou public sector staffas our research object in this study to explore the impact of public service motivation, regulations, leadership behavior for job performance.In order to complete the research proposition, first of all, this study reviews job performance and motivation theories, and describes the corresponding theory, then proposed research hypotheses.Secondly, according to the research results at domestic and foreign, this study describes public service motivation, regulations, leadership behavior and job performance.Finally, we used questionnaires to collect information for verifying the hypothesis and analyzing research findings, then providing some policy recommendations.The results show that:among the impact factors of job performance of public sector staff, the attraction to policy making, commitment to the public interest, self-sacrifice three dimensions in public service motivation, and leadership behavior in work environment greatly impact on job performance. However, Compassion in public service motivation, and regulations in work environment have less impact on job performance. Therefore, in the process of improving the job performance of public sector staff, the public sector can hire the staff with high public service motivation, enhance their public service motivation in their work, improve regulations in the public sector, and also pay attention to the work of public sector staff or other ways to improve their job performance.
