Shanghai is one of the cities with the highest rate of urbanization. Over the years, with the deepening of “reform and opening up”, urban homogeneity declined, “society of units” began to transform difficultly to “society of citizens”, community development trend is becoming loose. Since 1995, Shanghai started the governance system named “two grades governments, three grades of administration”. In the early implementation of the policy, it worked well in community management Standardization, social stability maintaining and ensuring public services, etc. With the prosperity of economy and society, City community residents’ demands of high-quality public service and effective participation in community affairs are increasing. Gradually, the all-round government community governance system didn’t work well in the fields of supplying public goods effectively, straightening the relations in community, resolving community organization internal contradictions and other aspects. Under this background, community autonomy as a new choice to solve the problem has been paid more and more attention.In Western countries, the development of community autonomy started earlier. such as in the US, Japan, Singapore and other countries,the community autonomy have formed a unique system approach. Shanghai may learn a lot from these experiences in promoting community self-government. From the history of this city’s development and current situation, author analyzes the current problems in the community autonomy: governmental functions "offside" and "absence", residents’ committees’ defects, lack of autonomy participation in community multiple subjects, community self-government legalization process backward; through the case study and comparative study;Combining with the USA Japan, Singapore and other countries’ experience, propose targeted suggestions, such as Strengthening the leadership core role in community autonomy of the Communist Party, transformation and streamlining the government functions, improving community self-government system and community participation, stimulating grassroots vitality, cultivating and developing social organizations, etc.
