The noise strategy, because of its very low cost, is a strategy often used by small and weak countries. As a kind of mixed noise, The government of a state promotes its seemingly reasonable claims to the international community by covering the truth and essence of the problem, in order to achieve certain political objectives. Noise consists of four processes(manufacturing, diffusion, receiving and feedback), which constitute a non-mechanical but closed return circuit.Compared with China, Philippines is undoubtedly a small and weak country. Knowing its claims unfounded by law and military forces failed to compete with China, The Philippines make use of noise strategy to disturb and interference China’s sovereignty argumentation and conducts, so as to distract our attention and confuse the outside world. It is a rational choice with many "earnings". With the method of changing to other issues, Philippines initiated arbitral proceedings against China. International attention has been transferred to what is the differences between two countries’ attitude towards the law of the sea. Whether China involves in arbitral proceedings or not, Philippines’ s noise are bound to damage china and cause great pressure to China. Whatever the outcome, Philippines will not give up noise strategy easily in the future. International arbitration tribunal has the responsibility to stop the noise, and request China to clarify related claims meanwhile.From the view combining International politics and sociology, and Taking the complex changes of the current international environment into consideration, you can see that there are two big disadvantages about China’s traditional strategy. One is falling into Philippines’ well–designed and organized trap, the other is the process of noise making and spreading, which play a huge role in shaping international social cognition, and constructing the negative image of China.Therefore, China must pay attention to noise strategy. We must attach great importance to and not neglect the essence of the problem. That is Disputes concerning sovereignty of some land features. At the same time, China takes appropriate way of reasoning, introducing its shelving disputes policy and willingness to promote prosperity of the world. China can also actively advocate and take practical measures, with the preparation of negotiation and law. Maybe only in these ways, can china manage to leave Philippines high and dry, break noise strategy, vie for more discursive power in the international competition.
