From the perspective of social management system innovation, the thesis determines the topics of degree thesis. Selecting Zhongshan city as the research object and according to the research results, which researches the local government how to development and adjust their positioning from micro- management and strengthen the social management function in social management system innovation. Then social institutions can put their things and coordinate operations by improving the system of the various social management. This paper also discusses the difficulties and problems encountered in the process of social management system innovation in order to adapting to the need of the new situation, seeking a new way of social management, servicing for the building of a harmonious society.Using interviews, the social benefit of the mediation system of zhongshan city system arrangement and system building. Using questionnaire survey, excavation of social organization management system facing zhongshan innovation problems and restricting factors. Zhongshan in establishing and perfecting the social benefit is mainly studied the mediation system, the system of social organization and management innovation, build a new type of community autonomy system innovation in practice.In order to promoting the innovation of social management system, the priority is to do well in the system of construction, especially improve the participative and autonomous governance structure. Social management system innovation should establish the right direction and scientific path, carry out structural reform of the interest adjustment. The innovation of social management system is a highly independent and creative activity, depending on interaction and impact of the different ideas, opinions and interests demands, the open, free communication, tolerating different opinions of environment, more depending on the relevant parties to participating in management, decision or putting forward rationalization proposals.
