| File information resources, providing guarantees for the sustainable development of the society from the aspect of file information, plays an essential role in the society nowadays. The construction of rules of law on archives in Guangdong Province relates closely to the realization of building Guangdong into a developed province in archives. At the beginning of 2014, Guangdong provincial government put forward that, by the year of 2018, Guangdong province will be built into the top developed province in archives in China and that the construction of rules of law on archives will be greatly enhanced. Moreover, a legal system which is built around Archives Regulations of Guangdong Province will be improved. Currently, Guangdong Province is recognized as the top in China in archives legal administration, yet there are some improvements to be done. In this era when the electronic archives is developing fast, more attention should be paid to legislation work on electronic archives. Besides, with an in-depth reform in politics and culture, the traditional archives administration system is facing unprecedented challenges.This thesis, based on the current archives legal system of Guangdong Province, discusses achievements gained in the construction of rules of law on archives of Guangdong Province and points out some problems. Then it conducts theoretical analysis on main content of Archives Regulations of Guangdong Province from the aspect of citizen’s right to know and right of privacy. The next two parts are to discuss the excellent archives law experience of foreign countries and to explore how to carry on the coordination between Archives Regulations of Guangdong Province and other regulations and law. In the last part, the thesis points out the necessary way to improve the archives legal system of Guangdong Province on the basis of perfecting the Archives Regulations of Guangdong Province, thus promoting the comprehensive strength of archives legal administration of Guangdong Province. |
