Township government civil servant’s execution can be fully play under the incentive mechanism. For township civil servants, they are in the face of masses’ work, most of the strategies and policies from the central, provincial, municipal, which are carried out by the basic level. Township civil servants undertake a lot of work, they bear heavy task and rival things, most of them feel pressure because they work pluralism. How to motivate the enthusiasm and initiative of township civil servants, the construction of township civil servant’s incentive mechanism is particularly important. Since the civil servant law promulgated in 2006, We continue to implement civil service reform, township civil construction incentives remarkable, however, is still flawed, can not fully exert implementation capacity of civil servants to improve the overall quality, but also hindered the reform process township units.In the new era, the township government cannot complete transition as soon as possible, unable to keep up with the development of the modern market economy. So, it is very necessary for modern township civil servants incentive mechanism to make improvement. Our country promulgated the "Civil Law" from a legal point of view to ensure the effectiveness of the civil service reform incentives. After several towns agency reform, not only the internal environment has been optimized, but also on the current incentive resources integration, to create a strong basis for reform incentives, these factors greatly promoted the township civil service incentive mechanism to deepen reform process.In this paper, the township civil Chaozhou, based on perfecting the reform of existing incentives, using a variety of methods including questionnaires, interviews, literature research method, combined with the actual development of the township, the township civil service incentive mechanism to identify the problems and find out the root causes of problems and proposed countermeasures.This article consists of five parts, including part 1: the thesis research background and significance of the status domestic and abroad, as well as the methods has being used in the process of writing the paper. The second part, explain why the improvement of township civil service incentives, as well as the reform of the difficulty and focus on the relevant definitions are described, at home and abroad are summarized incentive theory; Part 3: using the interview method to analyze the civil servants incentive mechanism of chaozhou city, to find out the root of the problem and issues; Part 4 Mainly on the incentives of domestic and abroad servants,such as Zhejiang region and Hong Kong civil servants as well as abroad in Singapore and Korea were studied, in order to improve the township civil service incentive mechanism to provide reference Chaozhou. The fifth part of the research conducted by qualitative and quantitative analysis, and on how to reform the existing township civil Chaozhou incentives proposed countermeasures, trying to promote the reform process can Chaozhou township civil service incentive mechanism.
