Since the financial crisis of 2008, financial consumer protection has become the global theme. With the target on the stable operation and the overall efficiency of the whole financial system, and consumer protection subordinate to it, the traditional supervision has received serious criticism. Based on the “two peak” theory of Taylor, the famous British economist, most developed countries have established an integrated series of financial consumer protection policies consisting of special legislation, revolution of regulatory agencies, strict information disclosure, financial ADR organization and the national financial education system.Considering accelerated financial modernization in C hina, increasing innovation of financial products, and rising dispute in recent years, international experiences taught us a profound lesson. The construction of financial consumer protection system of China has just begun, most domestic research pays more attention on theory than practice, or confines to the viewpoint to strengthen government regulation or depend on the traditional industry association.With Laws and regulations out of time and the shortage of supervision measures, to entirely rely on administrative efforts to protect financial consumers would not be a wise choice. Under the C hinese separate regulation pattern, cross- industry consumption protection becomes harder. Furthermore, protection power at the grass-roots level becomes weaker. As the subjects known to us, financial enterprises, consumers themselves, financial supervisors, traditional industry associations have their own shortcomings. As a new subject, the 19 associations of financial consumption rights protection in prefectural- level cities of Guangdong Province, break through the boundaries of industries, overcome the shortage of disciplinary regulations, focus on the practice, attract industrial and social resources, from bottom to top to strengthen the financial consumer protection, providing a new method to improve C hinese financial consumer protection systemThe 18 th CPC National Congress declares the policy to develop non-profit organizations and to transform the functions of the government. This paper describes the nature, mission, organizational constructure, main functions, management system, development status and performance of the 19 associations of financial consumption rights protection in Guangdong Province, analyses the difficulties in their development, giving the relevant suggestions in accordance, and comes to a result that non-profit organization pattern in Guangdong Province complies with the trend of social governance and financial integration, provides experiences for financial administration and benefits stability and harmony of the basic level.
