Xi’An Aging Public Service Facilities Configuration Research

Urbanization and population ageing arenotonly the two major trends of the world in 21 st century, butalsothe great challenges faced by countries and regions. In 2013, our country’s labor force appear negative growth for the first time, population dividend advantage losing, older people plays a more and more important role in the city and put forward the new requirements to public service facilities development. However the current configuration for xi ’an public service are seriously inadequate, and contrary to the spatial distribution of the elderly population. With the face of the aging trend, the existing national and local norms are still lagging, total configuration is too small and facility types of non rigid request configuration; In addition, the specification does take the differential configuration into consideration, so as to it does not adapt to the differences in elderly population space configuration,in addition,it does not take into account the inside the city land supply condition is different and have not reflect differences in per capita indicators.This paper starts with the analysis of xi "an aging population, the xi ’an old facilities of public service system, from the old type of public service facilities of optimizing control to the two-stage system of the establishment of the standard. First of all, putting forward four types of the old public service facilities including living, entertainment, health care and manageability according to the related research, secondly, the thesis combined with the elderly demand and elderly public service facilities supply factors put forward that the future of xi " an elderly public service facilities configuration can adopt two-stage system control standard, namely scale classification and position classification. Scale classification mainly analysis the elder‘s demand for public service facilities,embody the municipality- district-residential area- neighborhood district level configuration system and clear the number; Position classification mainly analysis the supply of public service facilities aging, according to the xi ’an old people with elderly distribution characteristics and the future trend of the public service facilities, puts forward the concept of positon classification, dviding Xi’an into Ⅰand Ⅱso as to treat it differently and improve the practical.Finally, the paper presents the future public service facility for the old configuration should improve the type system of facilities, optimize the facility layout and take measures to protect the facilities planning and implementation. The type system of facilities is mainly strengthen exclusive for the construction of the old facilities; the spatial layout of the facilities should be combined with the characteristics of the elderly and elderly people space to match the distribution by grade configuration; facilities safeguard measures mainly is that the government should as soon as possible to improve the old public service facilities implementation rules,and strengthen the training of professional personnel.
