The Research Of Improving Rural Women’s Science Technology And Culture Quality In Tai Shan District Of Tai’an City

China is a big agricultural country, which farming population is more than 70% of all.The three issues concerning agriculture, countryside and farmers are the major issues during Chinese society developing and the issues which the society is focusing on, in which the farmers issue is the core of three rural issues. More and more Chinese rural male labors go out to work. Only the women, old and children stay in home, which forcing the women to be the main power of production and daily life. They become the important power of rural economy adjustment and famer income. The rural economy adjustment and rural society developing are depending on the famer’s culture and knowledge and the technology improving, therefore, the education level of rural women will affect the rural developing process.This paper deeply investigated rural women technical knowledge improve issue of Taishan District, Tai’an city by literature analyze, questionnaire investigation, comparison analyze, quantitative and qualitative analysis. The main conclusions are as below after analyzed.(1) Rural women technical culture refers to the education level, title level and continuing education, which have rural household registration of more than 18 years old legal adults. The researching theory foundation of rural women technical culture is including manpower capital theory, social gender theory and agricultural economics theory.(2) The rural women technical culture is not high enough of Taishan District, Tai’an city,Shandong province. There are a certain percent of illiterate in middle aged and old women.The level of female high school education is far below the male, even lower in the higher education level. A half of rural women are educated below junior school, the low level of technical culture seriously restricted them to join the development.(3) Taishan Distrct government improved the policy, enhance education and training,and strengthen propaganda and other methods to promote the rural women’s technical culture level. In terms of policy mechanisms, they established work leading group, hold meetings regularly, and research the condition of working progress to form effective mechanism of all party linkage, joint actions and cooperated promotion. Furthermore, tax reduction is come into action. In terms of education and training, they enhance education to let the rural women know and apply the policy of promotion technical culture and entrepreneurship and employment, develop widespread training to let the women have the entrepreneurship and employment ability, and strengthen the expert’s assistant to help them making life. In terms of propaganda, Taishan District government let the women know the basic national policy ofequality between men and women, the great efforts of women and women in the liberation of women, the important role in the rural construction, the example of rural women in entrepreneurship and employment, and the typical example and achievement. Widely encourage the rural women to join the various training to push the promotion of rural women technical culture level.(4)Factors scientific and cultural quality of rural women in the area affected by many,mainly: ① natural factors. Rural women’s geographical location in relation to the city, it is rather Bizerte, information sources unscientific, inaccurate, causing them to produce blindness, lack of ability to withstand market risks. ② economic factors. District rural areas there are still rural industrial structure, economic structure contradictions are still quite prominent, new rural industries lack of support and other issues. ③ social factors. Rural women occupy less resources development; Comparative weaken grassroots women’s organizations; agricultural science and education mechanisms are not perfect. ④ ideological factors. Dependency ideas, little rich that is full of ideas, latching psychological cause women not strong sense of competition, narrow vision, impede rural women enthusiasm for learning.(5) The Taishan District development depends on the continuous promotion of rural women’s technical culture level and other aspects. This is a long-term and hard task which has a long way to go. The promotion of rural women technical culture level depends on the all societies’ concern and supports also depends on awakening of rural women’s consciousness.The writer believes that the rural women’s Chinese Dream will become in to reality by the societies’ concern and trying of their own in China’s growing and growing background. The rural economy and society development need the rural women to push; they will contribute in the society harmony and economy development.
