The new<Criminal Procedure Law> in 2012 incorporates the police serving as witness at court system in the scope of legal regulation, which became the focus of the theory and practice and the significant reform to guarantee the rights of people to be prosecuted and improve the trial system and other justice systems. With the development of socialist legal construction, the strength of the protection of the rights of people to be prosecuted and the gradual implementation of lawyer’s right to defence, the police serving as witness at court is not only becoming the norm of judicial activities gradually, but also a part of the daily work of police officers. But because it was just established, procedural norms and institutional safeguards have not yet implemented and improved, there are many problems to solve. For this reason, as a junior police officers, on the base of my own working practice and related cases, I have made some related research and interviews for the system, communicated with some police investigators and learned from extraterritorial theory and experience, in order to make some preliminary analysis on how to improve the system for public security organs in China. This paper is divided into five parts. The first part is an overview of the police serving as witness at court system. I will explain the concept of police witness system, make profound interpretation of the relevant provisions and discuss the specific circumstances and the definition of identity of the system. The second part is the judicial value of the system. I will make comprehensive analysis and demonstration of the value and significance of the implementation of the system. The third part is current judicial situation of the system. Combined with court cases in practice, I will conduct research and analysis, find out the current status and analyze the characteristics of the current work of the police serving as witness at court. The fourth part is the problem and the causes of the system. I will focus on the problems in legislation and judicial practice and analyze the historical source and practical reasons of the troubles. The fifth part is to discuss the measures and suggestions of solving the current problems of the police serving as witness at court system, in order to make a little contribution to the development of the system.
