As independent organizations serving for society, Non-profit organization has more developed in world than in China. Foreign organizations generally have the four following characteristics:first, these organizations are providing a lot of jobs opportunities and are improving the economic and political safety in western countries. Second, classifications of Non-profit organization in world are described in detail. The classifications make following management easier than before, such as tax plan. Third, registering a non-profitable organization does not have a very complex procedure, but regulating the organization is very strictly. Fourth, Financial Management rules in foreign organization are in mature, existing in different legal system.Non-profitable organization in China had neither mature financial managing conditions nor investment principles. Not dividing from law system, financial management methods exist in different law system occasionally and do not have specific investment principles serving for organization. Construction of system of law and regulation had stopped their steps from 1990. Therefore, organizations in china must absorb advance experiences from foreign and are going to do better from the following three aspects. In financial principles, both increasing income and decreasing cost are important. Specific measures should include but not be limited to the following:Improving efficiency using cash collection, increasing cash yield and extending donating paths using internet. Measures include in legal system:enacting feasible law standards, completing law system, improving management innovation and establishing regulatory system preventing from moral hazard.
