Research On E-administration Information Resources Sharing In China

With the rapid development of Internet and information technology, e-government has become an increasingly essential management mode in the government affairs. And the core of e-government is government information resources management.To begin with, this paper expounds the relevant concepts of government information resource management. In recent decades, the construction and practice of E-administration information resources are developed from individual act to the cooperation, from the separation to the sharing, from the partial automation to the overall informationization of government affairs, a pattern that is showed not only in the whole process of construction of E-administration information resources on global level, but also in the management and development of E-administration information resources in China. Therefore, the key of government information resource management and construction is the sharing of government information resource.Then, this paper summarizes the meaning of various elements and their mutual relations, and analyzes the existed shortcomings of the traditional mode of government information resource management, in the traditional mode of government information management the management between government sectors is relatively scattered, lack of effective flow of information, resulting in tedious process and low efficiency. Meanwhile, conducting a business requires multiple trips between various departments and sectors and repeated submits of the same information to different departments. The public waste tons of time and energy on business to deal with the application, with the high cost and uncertain result. Hence the sharing of government information resource is in high demand, for the efficiency of the traditional government affairs could be greatly improved through the sharing of government information resources. Meanwhile, the paper analyzes and approves the case of government information resources sharing in the tax management, supporting the conclusion above.In addition, the paper analyzes the problems and their causes of the government information resource sharing. Currently, the division management and decentralized application of E-administration information resources have become the main factors that restrict the sharing of E-administration information resources. The diversion between various departments and sectors caused by institutional obstacles and the contradictions in the construction of e-government information resources sharing still exist; different departments and sectors operate on their own. In the context of national development of government information management, the development and construction conducted by each department and sector is lack of overall planning, scientific and standardized information system. The government information resources between the departments are still independent and can not be connected, bringing repeated construction of government information resources and decentralized application, a situation that not only violates the original intention of informatization construction, but also leads in unsatisfying result in government information resources sharing. Besides, the functions of government have not been completely transformed, with the traditional idea restraining the development of government information resources management, and the level of information technology is still to be developed and improved.Last but not the least, the paper introduces the experience and advanced practice of the United States, Canada and Japan, and puts forward the effective ways and methods to establish a sound government information resource sharing mechanism:firstly, the role and function of the government is to be transformed and the participation of the market mechanism is to be introduced; secondly, comprehensive utilization of management mode is needed to set up specialized superiority; thirdly, the training of talents specialized in information technology should be in place to improve the level of information technology. In the meantime, under the development of government information resources sharing, it is imperative to pay attention to the audit of government information resources, public information, and the information security in order to promote the construction of government information resources sharing.
