The Research On Financial Policy Of Abandoned Rescue In China

The issue of abandoned babies is the problem that a society must confront and correct solve. Compared to developed countries, China abandoned rescue work started late and lack of experience. For the current China abandoned rescue measures, the article analyzes from the financial point, and also describes and analyzes the responsibilities of government, China abandoned babies and rescue situation, and the existing problems and reasons. Finally, the article puts forward the countermeasures with a view that it can benefit to China abandoned rescue policies. The full text is divided into five parts, the details are as follows:The first section is about the introduction. This part describes the research background and research significance, considering that although the phenomenon of abandoned babies is the problem existing in the ancient times, the government fails to assume the main responsibilities in abandoned rescue work in modern society, which conflicts to the goal of well-off society, and it should be cause enough social concern. The article also teases and reviews the related researches at home and abroad, and determines the research object of this paper aiming at the shortage of the current research.The second part is the analysis of the general theory of abandoned rescue. First, the article gives the definition of abandoned babies, abandoned rescue, social assistance to clarify the connotation and scope of the object of the research to guarantee the pertinence of the research. Secondly, the article describes the general principles of abandoned rescue and mainly analyzes the government’s responsibilities in abandoned rescue, considering that the abandoned rescue is the objective requirement of government taking responsibilities of protecting the right of life, achieving reproduction of labor power, and realizing the social fairness.The third part is the analysis of the current situation and problems of abandoned rescue in China. There are mainly sick baby, baby girl and the baby born out of wedlock and other categories in China. In the aspect of abandoned rescue, there are two rescue ways, which are the government rescue and the civil rescue. The government continues to promote the rescue. process, and has made certain achievements. But there also exist problems, such as the low capacity of rescue, low level of professionalism of rescue service personnel, inadequate rescue mechanisms and insufficient human care and so on. The reasons are that a serious shortage of rescue funds, lack of legal and regulation safeguards, lack of social assistance to abandoned family, not enough emphasis on abandoned rescue and so on.The forth part is the experiences of abroad. The article describes the feature of three welfare regimes like "conservative", "liberal", "social democratic", and briefly summarizes the abandoned rescue policies under the three welfare regimes, and then sums up the reference and inspiration to China.The fifth part is the recommendations of improving China abandoned rescue policies. The article bases on the principle that the government is the main body for the responsibility of rescue, and firstly puts forward recommendations of improving rescue policies from the financial point, such as increasing financial investment, straightening out the responsibilities of the central and local government of abandoned rescue, improving the level of government of abandoned rescue fund supply and so on. Secondly, the article puts forward other reform measures from the perspective of encouraging civil forces to participate in rescue abandoned babies, reforming adoption system, improving relevant laws and regulations, improving the existing rescue mechanism and reduce abandoned phenomenon from the source, considering that other reform measures can compensate for the shortcomings of financial rescue policies, which helps to improve the abandoned rescue policies and do abandoned rescue work for better.
