| The Western region in China showed inconvenient transport system due to the varied topography. In addition, the government invested more capital and make more preferential policies in East region. The inconvenient transport system and unbalanced regional strategies have decreased the economic development in Western region of China. The clustering of 72.32% Minorities in the West region make the economic development associated with national security. Therefore, only well economic development in West region can make sure the national security of China. The lack of elite talent is the major limitation to economic development in West region, so the introduction of elite talent is very important. The college student village officials might be such outstanding policy to introduce new blood into the countryside of West region. This policy have raised a large number of outstanding young men in different occupation to construct new countryside, and changed knowledge structure and age structure of countryside of the West region, so this policy is very important to economic development in the West region of China.To identify the effect and defect of the college student village officials, and provide practical suggestion showed significant promotion on the implementation of this policy in poor area of West region, we investigated 98 college student village officials in 14 towns through various research methods include survey research, systems analysis, instance analysis Renhe (Panzhihua, Sichuan). Our study has provided practical and theoretical basis to improve policy of elite talent introduction such as the college student village officials, so this study is very important to sustainable development of West region in China. The major study and result were described as follows:1. After investigated 98 college student village officials who were recruited in 2007-2013, we found several positive result as follow:the implementation of this policy have decreased the employment pressure, and broaden employment channels for university students; nearly all employed students were capable for basic work and showed positive effect on daily affairs in village; employed students also positively improved cultural construction in countryside; the college student village officials improved the economic development significantly in countryside of China.2. Analysis of the survey results found that there are some problems in the implementation of college student village officials in Renhe:Policy guidance makes the university student village official into a way to make them look more valuable; the role recognizant deviation from the town governments and the recruited students themselves, which have affected the implementation of this political program; the insufficient benefits security for recruited college students make the positive effect of this implementation in siginificantly; recruiting of new employment haven’t combined the local reality in Renhe District which reduced the position effect of the program implementation.3. Synthesize investigation analysis result above, we give the suggestions about improve the policy of college student village officials based on the level of national government, local government and high educated institutions:the national government must clear the goal of the scheme of this policy; the local government should combine the fact of local reality to examine and arrange the new employed appropriately, and make more preferential policy,and provided the recruited college students a platform to cultivate and communicate more frequently. In addition, the local government need strengthen the infrastructure in villages, which can guarantee implementation of college student village officials; the colleges and universities should guide more college student start their own business and industry in countryside, and make sure the college student village officials can best enhance the communication between colleges (universities) with local people in countryside. |
