It is the first time we regard legality as all the theme, which marks the statecraft into a new phase in accordance with the law. Construction of the legality is imperative, especially under the background of contemporary comprehensively deepen reform.To build a socialist country under the rule of law, of course, in addition to further perfect the legal system and political system, it also has a corresponding political cultural as spiritual prop. So-called political culture, which is the connotation the most cited refers to a political attitudes, beliefs and feelings for a nation in a particular period. It will solve the issues of citizen’s political identity and political participation, here, we say to build up political culture adapted to legality refers to form a kind of atmosphere of advocating law and democracy, let citizens consensus construction democratic policy and construction of law, then strive for it. Building socialism country under the rule of law needs to regard political culture as support and nutrients of political culture to nourish. Therefore, to build law-ruling political culture in contemporary China needs to explore the implementation of the legality from the perspective of political culture. So-called law-ruling political culture is a kind of new political civilization, refers to the citizens advocate law. Law is supreme, with legal weapon to protect their own legal rights, making political participation form the institutionalization and legalization of political culture.At first, this paper narrates the research the reason and significance, research status at home and abroad, research ideas and methods and innovative points, shortcoming and so on. It determines related concept definition about political culture on the basis of combing the literature, and introduces the relationship legality and political culture, which is described in the first part of this article. Then the second section expounds the contents of the major western capitalist countries in constructing law-ruling political culture’s achievements and the enlightenment to China.
