Government administrative personnel is the important force to realize functions of a service-oriented government, administrative personnel’s personality embodied their comprehensive quality and ability to work. Now in the process of building a service-oriented government, shape a sound administrative personality is the necessary tasks. Throughout history, with the change of society and the development of social economy, politics, etc, the government’s management model has experienced three types of transformation. Traditional ruling type government management mode, the government has many disadvantages, it can no longer meet the needs of social masses, gradually replaced by type. Managed the government is the product of globalization and informationization, the existence of bureaucracy on the freedom of human nature, difficult to manifest the value of democracy. The causes mainly include imperfect administrative system, the influence of traditional administrative culture in China, the transformation of multiple administrative culture conflict, and government workers interests contradiction between the multiple roles.The last part is the key, this article mainly discusses the service-oriented government building in the countermeasures and Suggestions of administrative personality forming. Based on the second part of building a service-oriented government in the administrative personality problems, countermeasures and Suggestions are given.
