Before 1849, Danish voluntary service organization evolved by private charity,with the evolution of the Danish monarchy to a democratic political system in peace, the liberal ideas become to the mainstream ideas, people want to have more ways to express their needs and meet the psychological needs of society to help those in need. As a welfare state, the degree of corruption of civil servants and citizens happiness in Denmark are both No.1 in the world. The voluntary organizations are one of the achievements of this.According to the study of the changing relationship between the Danish government and voluntary organizations, development status of Danish voluntary service organization, this article select "Night Owls" as a case analysis of the characteristics and trends of voluntary organization in Denmark, to be the reference of the development of voluntary organization in our country.This paper is divided into five parts:Part I: Basic concepts and theories. This part clarifies the concept of voluntary service organizations, as well, the characteristics of voluntary service; and market failure theory, government failure theory, third-party management theory, the relationship of public sector and voluntary organizations model theory as the theoretical basis and interpretation, in order to better later in expand analysis.Part II: The development process of Danish voluntary service organization. This part of the development process of voluntary organizations into four stages, the embryonic period, rise time, a period of stagnation, booming period and analyze the different relationships between voluntary organizations and the government in each phase.Part III: Status Danish voluntary service organization. The section analyzes thestatus of the Danish voluntary organizations from five Danish voluntary organizations and the government once again by voluntary organizations in different fields.Part IV: Case Study. This part introduces the organization “Night owls”, and takes the Night owls in Husum community as a case study to analysis.Part V: Evaluating Denmark voluntary organizations and the implications for China. This part analyzes from three aspects. Raising the recommendations of the problems of the Danish voluntary organizations, summarizing and evaluating the development of the Danish voluntary service organizations, summarizing the revelation from Denmark voluntary organizations for the development of voluntary organizations in China...
