The Reason And Enlightenment On The Collapse And Returning To Power Of Institutional Revolutionary Party Of Mexico

Since the eighties of the 20 th century, some veteran Parties in power for a long time stepped down from the stage successively and some of them have already become feeble. In these parties, one created“Mexican economic miracle” and “Mexican political miracle”,the Institutional Revolutionary Party’s failure that in power in Mexican for seventy-one year successively seems particularly outstanding. Drawing lessons from the reasons that made PIR decline and lose ruling status in 2000,and return to power in 2012 can help those Parties in power for a long time strengthen party construction and improve the capacity of governance.The article attempt to answer some questions such as: why does Institutional Revolutionary Party decline gradually and fail in general election in 2000? Why can Institutional Revolutionary Party return to power in 2012?And what can these bring to us?This doctoral dissertation consists of introduction,main parts(four chapters) and conclusion.The introduction explains the significance of the research,literature review,clarified the paper’s research mentality,research methods and research innovation.The first chapter main elaborate the related theory of ruling Party. The second chapter analyze the reasons leading to the Institutional Revolutionary Party’s decline, which are: political reform, economic reform, the Party building, guiding ideology, the rise of National Action Party and so on. The third chapter make systematic analysis about the efforts and opportunities on returning to power of the Institutional Revolutionary Party. Making objective analysis of reconstruction efforts, organization constructions, election programs and strategy adjustments according to the reality during the opposition. Then analyzing the opportunities of the Institutional Revolutionary Party re-boarded the ruling stage in the 2012 election.Through analyzing the reasons on collapse and returning to power, the fourth chapter summarizes the four main contents of the enlightenment about the long-ruling of the Institutional Revolutionary Party. Which are: the ruling Party must strengthen the organization construction to improve the cohesion and appeal, improve the ruling performance to benefit the people, strengthen democracy to expand popular foundation, revise the political system to consolidate the organization foundation.
