Civil servant employment system is the most important part of civil servant system; therefore it plays an important role. Reasonable employment system lays good foundation for offering excellent talents to the country and ensuring the increase of administrative efficiency and quality. So, many countries focus on the entry part and hold strict attitude towards it.In 1947, Japan released The Nation Law of Civil Servant, it means the beginning of the employment examination system, its history of development is much longer than our country’s, what’s more, and its development degree and experience are also more advanced than China’s. The People’s Republic of China was founded in 1949 when civil servant system started to form, therefore, the history of Chinese civil servant system is short, in addition, our country is in the primary stage of socialism. China lays great emphasis on developing economy for a long time, and puts fewer efforts in institutional improvement of civil servant. Thus the system is not mature and perfect enough. Japan and China all belong to East Asia; there are many common places in culture, history and so on. So, we can learn a lot from advanced civil servant system of Japan. By taking advantage of Japanese advanced system and taking China’s national condition in consideration, this method can motivate China to establish a scientific and reasonable system of employment.By searching and looking up relating materials online, the author finds that both Japanese and Chinese scholars rarely research on the area of comparison between the two countries’ employment systems. The author uses his/her knowledge in both Japanese and administrative management to search a large number of Japanese websites and materials for reference. Meanwhile, the author compares and analyzes in details on the employment system of two countries, and offers reasonable suggestions to China basing on China’s national condition.The thesis consists of introduction and three chapters, the introduction mainly tells the search background & meaning and the literature review from both abroad and domestic. Chapter one introduces the concept & scope of Japanese and Chinese civil servants, the development retrospect and development status & trend of Japanese and Chinese civil servants employment system. Chapter two explicitly compares and analyzes Japanese and Chinese civil servants from the following aspects: legal basis, standard of employment, content of employment, scope and object of employment, procedure and cycle of examination, method of employment governing organization of examination, supervising mechanism and so on. Chapter three uses Japanese civil servants employment system for reference, and it also takes the China’s national condition into consideration, this chapter focuses on offering suggestions and thoughts on laws and regulation of employment system, improvement of the scientificity of examination and complement of supervising mechanism.The thesis is aimed at comparing Japanese employment system with Chinese employment system, so it can offer advices to optimize and perfect Chinese system, strengthen team construction and development, and improve the quality of employed talents and administrative efficiency.
