Urban And Rural Minimum Living Security Standard Research Of Shanxi Province

The minimum living security system for urban and rural residents has been implemented since 1990 s. After more than ten years of modification, the system has gradually become mature. Minimum standard of living standard as the core of the minimum living guarantee system, its directly affects the operation of the minimum living security system.The minimum living standard of urban and rural residents should be adapted to the economic development and financial capacity, and the standard should be moderate, not too high or too low. If security standards is too high, the finance bring great pressure, in a certain extent caused by welfare dependence.If security standards too low, poor residents unable to meet basic living needs. Implement system of the target can not be reached. Therefore, the minimum living standard security level and quantity analysis has theoretical and practical significance.In this paper, by combining theoretical analysis and empirical analysis method of urban and rural residents in Shanxi Province’s minimum living guarantee standard,comprehensive analysis, thinking of Shanxi Province urban and rural residents minimum living guarantee standard of perfect. Full use of qualitative analysis and quantitative analysis method, using the statistical data from 2010 to 2015 to Shanxi Province urban and rural residents, the minimum subsistence guarantee system security standards, security object size and structure, financial status were analyzed.Full text from the two perspectives of urban and rural areas of selection using the ELESM of Shanxi Province to minimum life guarantee system security standards theoretical value is measured.The use of the standard of minimum living guarantee for urban and rural residents per capita disposable income replacement rate, consumer spending rate of substitution and food expenditures substitution rate of index on the security level of Shanxi Province.The minimum living guarantee standard is evaluated; comparative analysis of minimum living guarantee standard and CPI growth, analysis of the standard is to consistent with consumer demand; comparative analysis between the standard of minimum living guarantee for urban and rural gap.Reach the research conclusions of this text on the basis of the empirical analysis: in Shanxi Province, the minimum living security standard for the actual value lower than the theoretical value and lack of determination and adjustment of the securitystandards of scientific method. Shanxi Province urban and rural residents, the minimum living guarantee standard can reflect the security level and the national average level, although the flat, but from the absolute quantity analysis is still low.Shanxi Province urban and rural minimum living guarantee standard difference is large, is not conducive to the completion of the urban and rural. If things go on like this, the system of urban and rural minimum living security can not meet the basic needs of poor residents.
