Shanxi Province Disabled Subsidies Policy Research

Disabled population in our country, as a result of physical defects, their living conditions than healthy people. Although the party and the government and related social organizations of the disabled life situation to give enough attention, the relevant policies and regulations also such care for disabled people, but on the whole, subsidies on disabled people in our country is still in a low, can not meet their basic needs. In terms of subsidies for the disabled, in February 2013, the energy department’s "about deepening the reform of the income distribution system of several opinions for the first time proposes the establishment of national level" difficult disabled living allowance and severely disabled care subsidy system ". Before this, the provinces have passed the provincial level corresponding laws and regulations. In terms of Shanxi Province, as early as in 2006, Shanxi Province to have passed the "safeguard the legitimate rights and interests for the disabled in Shanxi Province sets", the regulation of Shanxi Province education, employment, cultural life of disabled persons made detailed provisions, safeguard the legitimate rights and interests of the handicapped.However, whether the corresponding policies to protect the fundamental rights of the disabled and the life, the effect of policy implementation, the author thinks that is also up for debate. In this paper, using the method of consulting literature materials,combining qualitative analysis with quantitative analysis and other research methods,has carried on the detailed analysis about the present situation of Shanxi Province disabled subsidies. The author first of all the disabled social security and subsidies this paper analyzes the theory of literature. Secondly, based on shanxi statistical yearbook and relevant data of social security, the basic situation of the Shanxi Province disabled state of the economy, life level, do a simple descriptive statistics, and reviewed the development and present situation subsidy policy for the disabled. And then, through the analysis of induction, summarizes the problems existing in the subsidy policy for the disabled in Shanxi Province and its reason. Finally, by utilizing the method of normative analysis, with the aid of related statistical software and statistical models, for further perfecting the subsidy policy for the disabled in Shanxi Province are presented some methods and Suggestions for improvement.In the conclusion part, further perfecting the subsidy policy for the disabled in Shanxi Province, this paper puts forward some superficial Suggestions. From a macroperspective, to enhance the level of subsidy for the disabled and improve the disability subsidy mechanism, perfect the mechanism of charity, improve and implement the disabled employment security policies, perfect tracking feedback mechanism, the implementation of the performance evaluation work; From the micro perspective,expand the coverage of subsidies, subsidies for people with disabilities points are rated category. According to solid estimates the cost of living for the disabled, adjust the subsidy standards according to the actual situation. Simplify the disabled subsidies subsidies for the disabled, the process mechanism of burden for specification. At the same time, involving subsidies related institutions to perfect for the disabled.
