The Track Of The Township Government Reform Under The Background Of Urbanization

Urbanization as a development direction of the modernization of rural areas, not only affects the economic development of rural society,also changes the rural social structure and governance environment. Thetownship government facing the rural area and farmers is located in the end of the state power system. The township government plays an important role in rural economic construction and society. But in the rapid development of urbanization, due to the limits of the pressure type administrative system, role conflict and functions of alienation of the township government are happened. The public services provided by the township government in the process of urbanization is extremely scarce,lead to the contradiction in land disputes and make social governance are in trouble, these problem obstructs the development of rural grassroots society. If the government do not exploit social functions or provide public services for the society, its legitimacy must be questioned. So the point of the reform of township government is functional transformation and role orientation.In this paper, after in-depth research of Liulin County LiJiaWan Township it shows that, the rural Resources Trading Center that realize the transformation of government functions have been set up in LiJiaWan township government organization.Through the typical case, The author try to explore the practical path of township government reform during the urbanization.This paper is divided into six parts to go on. The introduction describes the background and significance of this research, and reviews the domestic and international research literature,and introduce the case.The first chapter mainly elaborates the background and origin of LiJia Wan Rural Resources Trading Center, discusses the role conflict and functions of alienation of LiJiaWan township government.The second chapter analysis the operation of the rural Resources Trading Center, through the description of transaction stand establishment and operation mechanism, and analysis how to realize the transformation of township government functions by the trading center.The third chapter,expounds the operation effect, problems and risks of trading center, the initial formation of supervision mechanism in the trading station operation so that all parties involved, standardize enterprise behavior, and safeguard the interests of the masses, to promote the overall reform of township government. But trading station operation also exist problems and risks, such as increasing corruption, conflicts of interest, officials and other changes are likely to result in waste all the previous efforts to reform. The fourth chapter advise on problem. The fifth chapter carries on the summary to this article, stressing that only let the township government play the role of macro-control in the economic development, township government need to strengthen the public service functions to build a service-oriented government is the direction of the township governmentreform.
