| The establishment of the administrative hierarchy system is one of the most important aspects of the modern state institutional building as well as essential component of the local administrative system. In the ancient times, the central government implemented multi-level governance with the local government swinging between the second and the third levels. The political practice of the ancient local Chinese government has brought us great culture heritage. With the spread of capitalist democracy in the modern times, a fundamental change occurred to the administrative hierarchy system, which reflected the historic trend and social progress. After the foundation of People’s Republic of China in 1949, the Chinese Communist Party established the nationwide proletarian dictatorship and reformed the administrative hierarchy system in view of the political situation and historical experience.If it were not the administrative hierarchy system, administrative efficiency and stability could not been assured in most countries. There are a lot of elements contributing to the establishment administrative hierarchy system, such as history and cultural tradition, territory, transportation and communications, population, state structure, economical institution and science and technology. Different from China, less level and wider administrative range of the foreign countries concerned provide us some reference.The reform of the administrative hierarchy system is indispensable to the administrative division adjustment, which will inevitably increase or decrease the administrative range and affect all walks of life. An appropriate administrative hierarchy system is vital to the realization of good governance for it can reduce the administrative cost, increase administrative efficiency and meet the political needs of the masses. Nowadays in China, there exists an administrative hierarchy system of four levels in local government, that is "province--city--county--village and town". With the rapid development of economy, the deepening of the economical reform and the enhancing of urbanization, the four-level administrative hierarchy system is no longer adjusted to the development of our country. Therefore, it is agreed that a reform on the administrative hierarchy system is in urgent need.With the application of case analysis, comparative analysis, literature analysis, Standardization and normalization, this thesis makes an exploration of the flat management in Chinese government, the relationship between administrative region and economic region, the relationship between administrative hierarchy and administrative range, and the guidance of good governance to the reform of the administrative hierarchy system. In the thesis, a comparison is made between the administrative hierarchy system of some western countries and that of China, and the existent reforms are analyzed in order to find a way out for the solution to China’s administrative hierarchy system reform.In the end, a conclusion can be reached that the local government must apply modern administrative and management theory, aim to serve the public, establish flat management in the government hierarchy structure, reduce administrative levels, increase administrative efficiency, decrease administrative cost and satisfy the masses. Thus, the government must decentralize and delegate power, introduce the enterprise conception, enlighten the public and develop social organization.In terms of implementation, counties administrated by provinces and towns administrated by cities are some examples of the administrative hierarchy system reform, and will gradually become the main components of the reform. In the meanwhile, the particular national conditions and cultural inheritance must be attached to great importance during the course of reforms. Considering the long existence of province and its wide public acceptance, the thesis claims that the solution to the reform lies in the city, county, town and village administrative system. |
