The Government Information Research Under Government Policy Decision

Information work is an ancient work. Since the dawn of human society, people have been consciously or unconsciously using and developing information. Currently, government information has become a core element of effective government policy decision and the information departments of government at all levels have become an important sector to aid government decision-making. However, restricted by timeliness lag of information delivery, low information processing level, low quality of information collectors and other factors, government decision-makers often cannot obtain timely, accurate and comprehensive information, which interferes the proper policy formulation. Improving the quality of decision-making information and promoting government information to play a better role in government decision-making not only has a strong theoretical significance, but also has practical significance. This study aims to achieve this purpose.The information department of government will promptly sort, analyze and refine the high-quality information after the collection of the situation of economic and social development and timely report to the government leadership, so that the leadership can quickly grasp the hot and difficult issues in the heavy and complex daily work, grasp the comprehensive, timely and accurate situation of economic and social development and people’s response to the work of the government. This can provide a basis for the government leadership to understand the situation, guide the work and make scientific decisions.Through the combination of theory and practice, the paper adopts the method of text analysis, theoretical deduction, also including the method of systematic research and key research. The paper is divided into five parts.The first part is the introduction, which mainly introduces the background and significance of the research, the summary of the previous research,research methods and research contents,innovation and deficiencies.In the second part, from the basic concepts of the government information and policy decision, important theories are analyzed, such as the definition of the information and the government information, the basic meaning and main features of the government information, the meaning and principle of policy decision, the basic requirements of government policy decision for government information, information dissemination theory and information asymmetry theory. The third part,starting from the status quo of government information under government policy decision,describes the development of domestic and foreign government information,focusing on how the government of Zhejiang province carries out the work related to government information.The fourth part has a detailed analysis of the existing problems and causes under the government policy decision in the Zhejiang government information, pointing out the information time-lag, the issues like reporting nothing but the good news. From the analysis of the factors including the unclear definition of information work function and the leaders’ misunderstanding of information, it is also noted why these issues would exist.In the last part,relevant countermeasures to improve the government information work have been put forward.It has been pointed out that with the intention of strengthening the relationship between government policy decision and government information,relevant systems of government information should be modified,the level of information editing should be enhanced, the source of government information should be expanded, and great efforts should be made to improve the quality of information staff so as to promote the further development of government information work,as well as to provide higher quality policy decision information for government departments.
