Study On The Perfection Of Governmental Public Service Outsourcing

In the seventies and eighties of the 20 th century, theories and practice related to governmental public service outsourcing began to spring up in western developed countries. Governmental public service outsourcing became the breakthrough for countries in the world to transform government functions and deepen the reform of the administrative system. In the nineties of 20 th century, the development of governmental public service outsourcing researched a climax, which gradually replaced the original social public service delivery model. Developing countries including China also gradually adopted governmental public service outsourcing system. As China’s market economy is gradually becoming mature, the governmental public service outsourcing develops rapidly, which becomes new tendency of China’s government reform.After many years of practice and development, China’s governmental public service outsourcing has achieved remarkable results. However, compared with developed countries, China’s governmental public service outsourcing is still lacking of reasonable institutional arrangement and smooth operation system; compared with the target and request of China’s related documents, China’s governmental public service outsourcing is not solid and deep enough at the present stage. The governmental public service outsourcing is not only the proper meaning of the governmental function transformation, but also the necessary link of the construction of the modern public service system. Along with the holding of the important meeting of Communist Party of China and the changing of the governmental function step by step, the subject of carrying out the governmental public service outsourcing faster, deeper and better, has become an important task for governments at all levels.On the basis of previous studies, this paper analyzes the connotation、theoretical basis、d the applicable scope and value of governmental public service outsourcing, taking the research methods of combining theoretical analysis and empirical analysis,comparative studies, literature studies, as well as combining problems and countermeasures.This paper takes governmental public service outsourcing in the Wujiang district of Suzhou city as the breakthrough point, and expounds the basic situation, main field and favorable conditions of governmental public service outsourcing in Wujiang district. On this basis, this paper analyzes the problems existing in the governmental public service outsourcing in our country and puts forward specific initiatives to improve the system of governmental public service outsourcing, which has great reference and guidance to further improve our governmental public service outsourcing system.This paper proposes that there are shortcomings of our governmental public service outsourcing from the following aspects: firstly, the development pace is slow without the clear effectiveness; secondly, work mechanism is not perfect; thirdly, social organizations are weak; fourthly, the behavior of outsourcing is not completely open; fifth, supervision and assessment are not standardized. This paper believes that we should improve the governmental public service outsourcing from the following five aspects: firstly, strengthening the intensity of governmental public service outsourcing and transforming government functions; secondly, further improving policies and regulations, and strengthening the institutional basis; thirdly, standardizing the procedures of outsourcing, and strengthening supervision and assessment; fourthly, improving the ability of social organization.
