Labor dispatch has realized the effective separation of labor employment and labor usewhich has positive effect on reducing the cost of labor and labor and promoting the use of labor.With the development of the times,labor dispatch began to shift from the enterprise to the government administrative departments.By the current civil service system and government function range of the dual impaet,from the actual situation in China, in the short term,short-term internal administrative agencies labor dispatch will exist.But the current administrative agencies to protect the rights and interests of workers, illegal and low cost,the difficulty of the problem is also effective.This paper argues that the main reason is that the administrative agencies labor dispatch labor relations is not clear,so this paper takes the labor dispatch employment relationship as the starting point, the Wenzhou city A district urban management law enforcement units,for example,to the administrative agency labor dispatch employment relationship.This paper takes Wenzhou city as the research object and carries on the thorough research and analysis to the labor dispatch relationship of its administrative organs.In the course of the research,the paper uses the method of literature research,quantitative analysis and qualitative analysis, questionnaire survey and other methods,the Wenzhou municipal administrative organs of labor dispatching status quo,explore the main problems,and give the corresponding improvement measures and suggestions.This paper mainly includes the following six parts.The first part of the research background and significance.the domestic and foreign research status,the main research contents and methods are described;The second part is the related concepts and theoretical introduction,to the labor dispatch,labor relations and other basic concepts were defined,elaborated the theory of human resource management, labor flow theory.The third part,analysis of the general situation of labor dispatch employment relationship in the administrative organs.To the administrative organs of the labor dispatch,labor dispatch and employment of the three party relationship,labor dispatch employment relationship and labor dispatch system were summarized and summarized.The fourth part of the Wenzhou city a district urban management law enforcement unit, for example,describes the labor units, labor dispatch agencies and labor dispatch staff three party main relationship,labor process and related system,based on the survey data on the labor dispatch staff,the nature of the post, welfare, benefits, employees of the dispatch agencies and employment units of identity and satisfaction, etc..The fifth part is about the problems of the labor dispatch of the administrative agencies.There are three problems in the labor dispatch of administrative agencies,such as the unclear relationship between the three party relationship,the same work,the conflict of interests between the two parties,and the employment relationship.To explore the lack of system security,the lack of long-term management of employees and to resolve the labor relationship disputes effective mechanism,dispatch agencies and labor units are not clear and so on.The sixth part of the administrative organs of labor dispatch employment problems and puts forward the improvement measures and suggestions.On the basis of the previous research,the paper puts forward the paper puts forward the corresponding improvement measures and suggestions from four aspects:administrative agencies,labor dispatch agencies and labor dispatch staff.
