The development of network political participation has had a huge boost to our country and the world. In the early 21 st century, internet developed as a rapid trend to people’s surprise all over the world, penetrated in all aspects of people’s life, changed people’s production, life style and social and political life. Network political participation initiated in the 1990’s in China, as a new thing, quickly affected the political development of our country. In January 2006, our country has its own portal of the central people’s government, is the landmark in the process of establishing complete government portal website system. On April 5th, 2007, as the law of The Government Information Disclosure Regulations of the People’s Republic of China came on stage, the network political participation in China has their own legislation form and specification. On June 20 th, 2008, the President Hu Jintao at the time interacted with the net friends online, opened the network interactive platform of government. This year was also called the first year of China political administration on network. In 2010, the major websites opened microblog platform in succession, microblog of government also arises at the historic moment, and the interactive of network administration deepened. The year, was known as "China’s first year of microblog". On August 19 th, 2014, Xi Jinping, the CPC General Secretary, emphasized that to promote the development of new media really in " The Leading Group of Central Comprehensively Deepening Reform for the Fourth Time Meeting”, which not only improved the interaction between leaders and the public, but also opened the communication channels between the leaders and the public.To measure the degree of a country’s political development, the key lies in the degree of the citizen’s political participation. Correctly guiding citizens to participate in the politics with an active and orderly way, to safeguard citizens’ political rights and interests,and promote the process of political modernization is of far-reaching significance. However, the Internet is a huge information carrier, full of positive and negative information, and is hard to be supervised. Currently,our country is in the period of socialist transformation, all kinds of factors which lead to some chaotic phenomena of political participation occur frequently in the network, which is not conducive to the country’s security and stability and political development. College students are new force of political participation in our country, but also the essential power of our country in politics healthy and smoothly developing, economy and culture, and social progressing harmony. College students’ knowledge level and own quality is relatively high. They are vigor and active, positive and uplifting, familiar with the Internet, easy to accept new things. College students’ world outlook, the outlook on life and values, as well as the degree of the attitude and the effective in political participation, are all related to the process of political stability and democratic political construction of our country. The research of network political participation in China is still in the early stage, has not formed a comprehensive research system. College students’ network political participation has become an inevitable trend of development, has profound significance to the healthy and stable development of China’s politics. Although the current our country is in transition period, we must face the negative information and vicious attempts of criminals in internet, the mainstream is still active and healthy.This thesis mainly from the perspective of college students, combining with the social background and progress of political development in our country, with network as the starting point, by survey of more than 1300 students in ten colleges and universities in Hebei Province, using SPSS statistics software, deeply analyzes the root of positive and indifference phenomenon of our country’s college students’ network political participation currently, puts forward the corresponding solution strategy with view of innovation. The article is to improve the way of college students’ network political participation, to improve the management of political participation environment and platform, and to promote the construction of socialist democratic politics with Chinese characteristics effectively, in order to provide theoretical reference for the progress of China’s Political Modernization.This article consists of introduction part, text part, conclusion part, and so on.The first part: introduction, which states the research background, research significance, research status at home and abroad, research ideas, methods and innovation points;The second part: this section summarizes the concept of political participation and related concepts, and explains the connotation. At the same time, this part will produce the applied theoretical basis of political participation.The third part: through the investigation of the current situation of college students’ network political participation, with ten colleges and universities in Hebei Province as an example, it concluded that positive and negative conditions of college students’ network political participation.The fourth part: the part summarizes the problems and reasons, analyzes the reasons of college students, institutions of higher learning and society deeply;The fifth part: putting forward countermeasures according to the reasons,in order to effectively guide the college students to get into orderly political participation.It is of far-reaching significance to improve their political quality of university, strengthen their political skills, safeguard their own political rights and interests, and to promote the development of China’s Political Modernization.
