Study On Citizen Participation From The Perspective Of Deliberative Democracy

Citizen participation is an important sign of political democratization. Taking into the essence of Liberal Democracy and Representative Democracy, Deliberative Democracy is the choice of history for all democracies in the process of political modernization. The scholar likened Citizen Participation as whip twisting up democracy gyro. Doing the studying on citizen participation from the perspective of deliberative democracy in the Chinese political context will play an important role for the development of citizen participation from theory to practice of the political modernization process.This paper starts from deliberative democracy, and it is guided by the theory of deliberative democracy and citizen participation theory, outlines the current situation and existing problems of citizen participation, taking WMYZH for example. It studies the main body, purpose, process, performance and main issues on citizen participation, in the last, it provides the recommendations for improvement too. This paper is divided into four parts. First, it makes an introduction about the research background and significance, also introduces the research status both at home and abroad. Second, it contains the concept definition on deliberative democracy, citizen participation and basic theory on citizen participation from the perspective of deliberative democracy. Third, it is the most important part in all and it emphasizes the specific case in whole and partial. Forth, it is the suggestions and final findings. Through theoretical analysis and case study, This article points out that there are many problems in citizen participation in the democratic practice of TV as a platform:participants lack of representation, lack of participation ability, lack of clear realization of the path between the views and government decisions, lack of in-depth follow-up visit to the topic of discussion and so on. To further expand the scope of citizen participation, promote the development of Deliberative Democracy, The article suggests that it is improved from the following aspects:improving the structure of the participants, enhancing citizen participation ability, building up a clear channel of viewpoint realization, establishing a topic tracking mechanism and so on.It is possibly an innovation point that making a connection of the theory of deliberative democracy and practice of citizen participation relying on specific cases, and finding out the gap between theory and practice, then trying to put forward suggestions for improvement, which will provide valuable experience for citizen participation in democratic practice.
