Research On The Problems Of Local Government Purchasing Public Services

In recent years, with people’s demand of public services increasingly diverse and the transformation of government function, Purchasing public services has become the inevitable trend of the social governance. Purchasing public services as a new model is popular in various field because of its advantages to reduce the government financial costs and improve government efficiency and quality of public service.There are many Local Government purchasing public services pilot area in Beijing, Shanghai, Nanjing and other big cities. Many local governments have achieved some success as well as a lot of problems such as lacking of supervision. So it is of great significance to research on the problems of local government purchasing public services.This paper summed up the effectiveness as well as some of the common problems existing in local government purchasing public services by taking examples of Gulou district in Nanjing to purchase pension service and Hangzhou to purchase public transport service. Besides, a lot of the problems such as lacking of law and supervision, weak ability of social organization to offer public service are detailed analyzed in the smooth realization of local government purchasing public services standing at angle of basis, purchaser of public services, supply parties and social environment. Due to the huge success of developed countries currently in the public service of the purchase has been made, the author deliberately choose the United States, Britain and Australia three countries as the typical western developed countries of local government purchasing public services, and summarized some successful experience. Finally, this paper suggested that many measures we can do to make local government purchasing public service more perfect.Government as a purchaser must improve laws and regulations, and expand the scope of the scale, standardized purchase program, increased supervision and be attention to performance evaluation accountability system; the supply side will have to regulate the purchase market, supporting community organizations, to prevent price-fixing cartel and take a variety of ways to buy in order to prevent the possible impact of externalities; in addition, it is necessary for local governments to raise public participation in the purchase of public service efforts, to strengthen media supervision, to create a fair competitive market environment, to build multi-center system platform, to create a good social environment, and ultimately to promote the development of local government purchasing public services vigorously.
