The Plight And Solution Of The Township Government Function Transformation

Township government is the most grass-roots government organization in our country, it is closely linked to the operation condition of the development situation of our country’s agriculture, rural areas and farmers. With the advent of the agricultural tax era, the functions of the government to service-oriented government, township government work center of gravity is to provide more public service. But in the process of transformation of government function, as a result of the township and village cadres bureaucratic thought deeply, theoretical knowledge is insufficient, the influence of the pressure type system, coupled with the cancellation of agricultural tax, the township government fiscal revenues, all these reasons for transformation of town functions and therefore puts forward the severe challenges.This paper consists of five parts, first chapter is the main content are the research background and research significance, domestic and foreign literature review, research ideas and methods, research conents and possible innovation points. The second chapter mainly elaborates the evolution of township government functions and characteristics in china. The third chapter in Xiangtan county Zhonglupu town as an example to analyze current situation and difficulties of township function. The fourth chapter from the inside and outside two aspect elaborated the reason for difficulties in functional change of village and towns, Internal causes: the insufficient understanding, cadres management system is not reasonable, cross function, power and responsibility is not clear; External reasons: pressure type system, lack of financial power and weaken the strong external supervison. The fifth chapter according to the internal and external reasons, to further improve the township government function put forward reasonable suggestions, Including: set up the service concept, strengthing the construction of the township and village cadres,functions of scientific orientation,the villages and towns government financial resources, reform achievements appraisal system, eliminate pressure type system, actively cultivate the rural social organization.
