With the accelerated process of urbanization and the advance of land reform, the size and scope of Collective construction land circulation are growing in our country. The legalization of collective construction land circulation and the equal trade demand between the collective construction land and the state-owned land are imminent. Localities have pioneered the development and implementation of local regulations and policies. Since the country has not yet formed a unified legal system of collective construction land use right transfer, and thus appear uneven throughout, the first national legislation on rules. Establish a unified and robust collective construction land use rights transfer system its necessity and inevitability of the country. And as one of the regulation and improvement of a key ring, one of the income distribution system is also worthy of study and discussion. In this context, this paper through a lot of reading related to the land transfer and the proceeds of the books and papers of the existing regulations on the transfer income portion of the country to sort out and summarize the discussion on the transfer income regimes controversial topic, analyze its shortcomings.
