Policy Investigation On Purchasing Home Care Services By Government Under The Perspective Of Governance

The aging problem of population has become a urgent issue in the world. In particular, china, as a developing country and the second biggest economy, is characterized by its aging but not rich population, which causes the livelihood issue.Since the 21th century, the lifestyle and traditional family structure in China has changed in several aspects, which is reflected in the phenomenon that the traditional way of caring the old by their children is deficient to support the whole system. As a result, social organizations and public authorities have to get involved into promoting the home care services. For the sake of tackling the aging problem, an effective retirement scheme is required. Nevertheless, the services provided by the social organizations have many deficiencies to meet the growing demand from the old. During the functional transformation and building service-oriented government period Governments involvement in purchasing home care services provides an innovative way to improve the current home care system. The current government purchase policy is mainly based on the conception old-age home-based and community-based, combining the traditional home care model and modern organization home care model, which is suitable to the national context and solve aging problems.Since 2008, Changchun City has implemented the home care services purchased by local government policy. Currently, this new home care system is still going through the initial growing stage in the transition from traditional services to professional services and from government dominated scheme to diversified funding structure. Based on the survey data which is collected in August 2014 for investigating the progress of the new policy, this thesis is aimed at analyzing the implications of the home care service system supported by Changchun government. Through drawing on the experiences of domestic and foreign home care policies, the thesis will estimate the current policy from investigating the performance of "consumers, communicators and users governments, social organizations, and the old" in the operation of the current home care services system, on basis of governance theories, new public service theories, the Principal-agent Theory and Maslow’s hierarchy of needs theory. Furthermore, the thesis explores the solutions to the defects of current home care services system. In terms of government involvement perspective, the thesis will put forward scheme building strategies in order to improve the current home care system, and policy recommendations in order to magnify funding sources. All the policy recommendations are designed to make the current home care system more scientific and feasible.
