Administrative Personality Forming Research Under The Perspective Of Service-Oriented Government Civil Servant

Since 1980 s, mankind has gradually entered the post industrial era, the social presents economy accelerating、the information explosion, the many contradictions and so on. The drawbacks of the traditional bureaucratic system has been standing out since then, so the western academic community began to pay more attention to the people which is act as a basic unit of the bureaucratic system. They began to reflect the "physical " bureaucratic system and public officials, and gradually focus on "the main body status of the executive". In the post industrialization era, the traditional regulation administration will gradually shift to the service administration, and the construction of service oriented government has become the target of the governments of all countries. While the traditional management of the government emphasis the pursuit of efficiency and political neutrality, service oriented government is highly concerned about the "service" concept in the administration. Service oriented government stressed that the civil standard, the social standard, administrative personnel in public affairs should be a independent people, rather than in the past that kind of people should be a "gear", and the transformation of the value concept is based on the civil service administrative personality molding. For officials, administrative personality is the combination of personality of the individual personality and groups’ personality, as a carrier of the construction of administrative ethics,they are the undertaker of all administrative ethics responsibility and obligation. Generally speaking, if you want the institutional and environmental factors exert the affection, the value target of administrative ethics fully realized, the independent personality of the administrative personnel can be perfect, officials are the point; on the other hand, with the professional spirit as a kernel, the group personality is based on the common personality of officials. It is a administrative personality which is matched with certain administrative system. And it is a kind of personality characteristics of quality performance, is the embodiment of professional spirit, a display of professional image. From the perspective of service oriented government, we emphasize that the establishment of a service-oriented administrative personality, which is an independent administrative personality, can practice their own work with a public service concept, and do better serve for citizens. For service oriented government, the government functions change, institutional adjustment, the improvement of laws and regulations and so on, are just only effective administrative support. Should the service type government can fully run, we must provide a "software core and power source", which is the construction of service oriented political personality.This papers based on the perspective of service oriented government,so that we can learn how to build the official administrative personality. first of all, according to the new public service theory, behavior science theory, personality characteristics and so on, use the historical analysis, literature research and normative analysis methods to rethink the personality, administrative personality, and give a comparison between the traditional personality and modern administrative personality, then we point out that target of the civil service administrative personality building under the service oriented government is an independent administrative personality. First, based on the new public service theory, combined with domestic and foreign scholars research results, we give the concepts of the service oriented government, personality, administrative personality and others, give a historical review for the administrative personality. Since then, based on case analysis, we summarize the problems of the personality in current explore the causes of administrative personality fall, and further point out that the way to correct out of China’s administrative personality fall state lies in the creation of administrative personality.Then we analyzes why we should build the service administrative personality, and explain features of service-oriented administrative personality from the self orientation, pursuit of value, choice of means, management and so on.Finally, we should build service-oriented administrative personality from the three aspects of culture, individual and the external system. Look forward to give some proposed concrete feasible suggestions for the building of the service oriented administrative personality.
