Marx And Engels’ National Theory And Its Enlightenment On The Modernization Of National Governance

XI Jinping, General Secretary Propose the Grand strategic goal of Modernization of national governance systems and governance capacity On the party’s 18 session.Modernization of national governance is the CPC’s inheritance and development of Marx and Engels’ national theory.Today we retrospect Marx and Engels’ national theory from the perspective of national governance,On one hand We can push the research of Marx and Engels’ national theory in depth,on the other It can also bring some reference and inspiration to the construction of our modernization of national governance.This thesis is divided into three parts to discuss it systematically.The first part is the condition and theory source of Marx and Engels’ national theory,Its condition include objective conditions which is development of capitalism, nation-State mature setting and subjective conditions of Marx and Engels’s own efforts.It is founded and developed on the basis of the criticism and reference the State theory of Germany classical philosophy and the State theory of United Kingdom classical political economy theory and the State theory of British and French utopian socialist State.The second part describes the main content of Marx and Engels’ national theory.Which is divided into four sections:the fist discussed the nature and functions of the nation.Nation of nature is the common good of the community,but it is a community of false in class society,it is a real community of realizing the common interests of the broad masses in the primitive society and the future Communist society;the nation possess public administration and political functions.the second describes the relationship between society and the nation. Arising out of the State from society,and eventually return to society,at the national society of Communist society,people will be dominant.the third describe the role of ideology in the country.In class society,ideology to defend ruling class domination,maintain the order of the ruling class;in socialist countries,ideology reflects the aspirations and wishes of the people,promote the progress and development of society.the fourth introduced the State must uphold the party’s leadership of the proletariat.An important part of Marx and Engels’ national theory is the proletariat,or proletariat as ruling party leaders and governing the country, while such leadership is institutional activities.Part III it is the inspiration of Marx and Engels’ national theory to realize the modernization of national governance.It includes four aspects that strengthening the party’s leadership,fostering and practicing the Socialist core values,protecting the people are the masters of dominant position,dealing with the Government,the society,the relationship between market governance.
